‘Flats still delayed, construction yet to start’: Jaypee homebuyers write to insolvency board

For over a decade now, buyers who invested in real estate projects of Jaypee Infratech Limited (JIL) have been waiting for some sign that their homes are nearing completion. Despite another firm acquiring the debt-ridden JIL, there’s been no progress, they alleged.

Buyers have now written to the Insolvency and Bankruptcy Board of India (IBBI) to revive Jaypee Infratech and requested officials to allow them an opportunity to meet investors for a detailed discussion.

There are around 18,000 homebuyers – over 90% of which are in Noida alone – across 19 projects of JIL awaiting their completion after the firm went bankrupt in 2017 on failing to deliver the flats and defaulting on loans.

The letter stated, “The present letter is written on behalf of members of JIL Real Estate Allottees Welfare Society (JREAWS) and other homebuyers at large who are still aggrieved due to the non-start of construction by the successful resolution applicant namely Suraksha Realty Limited.”

“But there has been no improvement in the pace of construction at the Wishtown Project. On the contrary, whatever construction was happening during IRP (Insolvency Resolution Professional) and IMC (Implementation and Monitoring Committee) regime, even that is stopped because the earlier contractor was removed,” said President of the Executive Committee, JREAWS, Ashish Mohan Gupta.

“We request you to kindly allow us to meet for a detailed discussion at a time and date convenient to you,” the letter stated.

Officials in the IBBI could not be reached for comment.

Gupta told The Indian Express that there has been no improvement in the condition of homebuyers months after their demands were put forth before the NCLT and a resolution plan was approved by Suraksha.

However, an official with Suraksha Realty Limited said work was held up due to the Graded Response Action Plan Stage IV, the highest level of anti-pollution curbs under which construction is banned, imposed across Delhi-NCR for over a month.

“Construction work at the site was started earlier but we had to stop it after GRAP IV was imposed in the region,” the official said requesting anonymity.
