Enrolment at Delhi’s private schools in 2022-23 still below pre-COVID levels: Economic Survey

With the Delhi Economic Survey out — presented by finance minister Atishi in the ongoing budget session of the Assembly — data released by the Directorate of Education (DoE) showed that the share of student enrolment in private schools of the Capital in 2022-23 remained below the pre-Covid levels.
In 2022-23, this share was recorded at 36.79%, a marginal increase from 35.54% in 2021-22 however, a drop from 42.56% in 2018-19 and 42.65% in 2019-20.
The DoE’s data for the Delhi Economic Survey 2023-24, released on Friday, showed that the share of enrolment in private schools in nine years — from 2014-15 to 2022-23 — peaked at 42.65% in 2019-20, an increase from 30.52% in 2014-15.
This share, then, has dropped again, to remain at less than 40%, from 2020-21 onwards.
While the Covid-19 pandemic is likely to have prompted a switch from private to government schools for many, its impact might have been witnessed from 2021-23, according to an official in the DoE, who also pointed to a shift to government schools on account of “cost-effectiveness” and “quality”.
Delhi has a total of 5,488 recognised schools, where 46.29 lakh students are enrolled. Out of this, 1,240 are government and government-aided.
The share of enrolment in private schools — primary and middle school — at 41.06%, is larger than the share of enrolment in secondary and senior secondary private schools, at 27.06%. The survey also points to 15 new government schools that were opened in 2023-24, of which, six were schools of specialised excellence (SoSEs) that are affiliated to the Delhi Board of School Education (DBSE).
Avg daily passenger count in buses yet to reach pre-Covid levels
The average daily count of passengers travelling in DTC buses declined from 33.31 lakh in 2019-20 to 25.02 lakh in 2022-23, while the corresponding figure for cluster buses fell from 17.71 lakh to 16.39 lakh, according to the survey.
According to the survey, the average daily passenger count in Delhi Transport Corporation (DTC) and cluster buses is yet to reach pre-pandemic figures. The report showed that while the bus fleet in DTC has declined from 3,951 in 2017-18 to 3,937 in 2022-23, the cluster bus fleet has grown from 1,744 to 3,293.
