The Centre on Tuesday said it would “have a fresh look at regularisation of all unauthorised colonies in Delhi” and prepare a concept paper on this in the next 15 days. The Delhi government will then prepare an action plan regarding implementation of the policy in consultation with Union Urban Development Ministry.
The directions were issued during a review meeting chaired by Urban Development and Housing Minister M Venkaiah Naidu on Tuesday. During the meeting, which was attended by MPs from Delhi, civic officials and senior officials of the Delhi government and DMRC officials, Naidu reviewed various issues related to urbanisation and development in Delhi.
An official said there was a need to re-evaluate the process of regularisation of unauthorised colonies in Delhi, because under the existing guidelines, all colonies will not be fully regularised. The guidelines state that only those illegal colonies that came up till 2007 will be regularised. Presently, there are around 800 colonies awaiting regularisation nod from the government.
During the meeting, it was also decided that the Delhi Development Authority (DDA) and municipal bodies of Delhi should get all their respective land properties mapped using latest GIS and Information Technology. The details of the same should be made available in the public domain.
All MPs, MLAs and corporators were asked to provide necessary information to respective agencies so that the problem of encroachment could be addressed.
The Delhi Jal Board was directed to take over the infrastructure built by DDA for water supply in Dwarka and other areas. `Delhi Jal Board has agreed to do so before next summer. The Union Urban Development Ministry will also be taking up the Munak Canal issue with the Haryana government, which will augment water supply to Dwarka,” an official said.
The ministry will also examine creation of a separate agency to maintain public toilets in the capital on a public-private-partnership basis. “Required institutional framework will be put in place soon. Handing over and taking over of public utilities between DDA and Delhi municipal bodies should be done within two months and a standard operating protocol needs to be evolved as well,” an official said.
It was also decided that municipal bodies, including NDMC and the DDA, will undertake ‘Swachha Bharat Abhiyan’ from September 25 (birthday of late Deen Dayal Upadhyay) till October 2.
