Union Home Minister Amit Shah announced the second installment of relief fund for cyclone-hit states of Andhra Pradesh and Tamil Nadu. Taking to X, Shah said that Prime Minister Narendra Modi has directed the Ministry of Home Affairs to release in advance the second instalment of the Centre’s contribution to the SDRF. He sanctioned release of Rs. 450 crore from the State Disaster Relief Fund (SDRF) and approved a Rs. 561 crore flood mitigation project for Chennai. Furthermore, he also allotted the second installment of Rs. 493 crore to Andhra Pradesh disaster relief fund.
In other news, Union Minister Rajnath Singh conducted aerial survey of flood-affected areas of Tamil Nadu and held discussions with Chief Minister MK Stalin to assess the damage due to cyclone Michaung. Meanwhile, residents grappled with stagnant water and power disruption in parts of Chennai and its suburbs, days after the cyclone barrelled into the south Indian coasts, even as civic agency personnel were involved in relief and rehabilitation efforts.

Chennai continues to grapple with the wave of destruction caused by the cyclone Michaung-induced rain. With the state government trying hard to comfort the residents with relief and rescue measures, the people in north Chennai feel “a sense of neglect” as the people have been struggling without food, electricity, and connectivity for the past four days.
Many areas in north Chennai, including Tondiarpet, Ennore, Pulianthope, Manali, Perambur, Pulianthope, Royapuram, Kodungaiyur, Korukkupet, etc are heavily waterlogged. In unison, the residents claimed that no member of the legislative assembly or local councillors have visited them to offer any help. Insurance provider SBI General has launched an emergency helpline service to serve flood-affected customers due to Cyclone Michaung in Tamil Nadu, the company said on Friday.
A dedicated team from SBI General Insurance has been set up to manage queries and process claims in fast-track mode. Customers seeking the service of SBI General Insurance can contact the toll-free number 1800 102 1111 or can send a short message service (SMS) to 561612. They can also email to customer-care@sbigeneral.in.
"SBI General follows a process of Express Claims settlement for losses of up to Rs 10 lakh for affected customers. Customers, who have experienced losses because of the floods and heavy rainfall, SBI General will waive the paperwork requirement wherever practicable," a company statement said.
In case of smaller claims, immediate settlements would be offered to help the affected, the statement added. (PTI)
Cyclone Michaung Live Updates: Days after cave-in, rescuers retrieve body of man trapped in Chennai trench
Rescuers on Friday reportedly retrieved the body of one of the two men who had been trapped inside a 60-foot trench in Chennai’s Velachery for nearly four days after heavy rain triggered by Cyclone Michaung caused a cave-in at a construction site. A search is on for the second person.
The men – an assistant construction engineer and a gas station worker – got stuck in the trench that was dug up for the construction of an office building on Five Furlong Road after a make-shift container, a bus shelter and a portion of an LPG gas station caved in. (Read more)
Cyclone Michaung Live Updates: Andhra Pradesh CM visits Tirupati and Bapatla districts
Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy visited Tirupati and Bapatla districts on Friday to take stock of the post-cyclone Michaung situation.
He first visited Tirupati district and sanctioned repair works worth Rs 32 crore, which included 110 tanks, roads and other infrastructure on war footing.
"The loss we all suffered is inexplicable. We set up 92 relief camps in this place (Tirupati district). Around 8,500 people were shifted to those camps. We gave food rations to 60,000 people who were marooned," said Reddy, addressing Balireddypalem villagers and cyclone victims. The chief minister said under the ward and village volunteer system of Andhra Pradesh, the government will come to the rescue of anybody who suffered a loss in the cyclone.
Aimed at basic compensation, Reddy promised Rs 2,500 financial assistance to all the families belonging to the 60,000 people who received the food rations.
Further, he noted that officials are working a war footing to restore power as soon as possible. (PTI)

Cyclone Michaung Live Updates: Hundreds still stranded, plants closed in India's flood-hit Chennai
Volunteers waded through stagnant water to hand out food and supplies, and some manufacturing plants remained shut in India's southern tech-and-auto hub district of Chennai on Friday, four days after cyclone Michaung lashed the coast.
At least 14 people, most of them in Chennai and its state of Tamil Nadu, have died in the flooding, triggered by torrential rains that started on Monday.
The cyclone itself made landfall further north in Andhra Pradesh state on Tuesday afternoon.
Authorities said some low-lying areas of the state were still inundated and government officials and volunteers were taking supplies to people stuck in their homes in slums and other areas.
The larger Chennai area is home to the Indian units of several global firms including Hyundai Motor, Daimler and Apple's Taiwanese suppliers Foxconn and Pegatron. While many of them including Pegatron and Foxconn resumed operations within a day or two of the cyclone making landfall, some plants of the TVS group located in the worst-affected areas are yet to open, industry sources said.
Information technology (IT) services providers in the city announced work-from-home policies for the week, while schools and colleges closed. A few schools and colleges were converted into temporary shelters. (Reuters)

A pregnant woman who was rescued by the National Disaster Response Force (NDRF) from Chennai's Madipakkam following the aftermath of cyclone Michaung has delivered a baby girl.
An earthquake of magnitude of 3.2 occurred in Tamil Nadu’s Chengalpattu district Friday morning, the National Center for Seismology (NCS) said.
The quake occurred in the northern TN district at 7.39 am at a depth of 10 km.

Briefing about the restoration work that is underway in Chennai after cyclone Michaung hit the city, Tamil Nadu chief secretary Shiv Das Meena on Thursday said that 9,000 officials from other districts are deployed for the relief work.
"Work on water stagnation at 343 places is underway. Food packets are being distributed in the flood-affected areas. Other district workers like medical staff, fire service staff, EN staff, etc., have been called to work in Chennai for restoration. A total of 9,000 officials from other districts are also deployed for the relief work in Chennai," Meena said. "A huge improvement has been found from today morning. Till tomorrow evening 100 per cent power supply will be given," he added.
The chief secretary informed that there were 1,442 trees that fell in Chennai, out of which 243 trees are still left to be cleared and it will be done tonight.
He further said that state government is trying to pump out the logged water from the low lying areas. "488 bus routes are there in Chennai, out of which 39 bus routes are still left to be cleared, he added. (ANI)
Following heavy rainfall caused by Cyclone Michaung during the past two days, Andhra Pradesh CPM State Secretary Srinivasa Rao on Thursday flagged concerns over the lack of a proper drainage system in the state.
The Andhra Pradesh CPM State Secretary said that the colonies are flooded and there is a lack of drainage systems even in towns. He also demanded immediate assistance to the farmers whose crops were damaged.
"Farmers, people in colonies and rural poor are facing severe problems due to heavy rains and strong winds in the cyclone areas. The facilities in the relief camps organized by the government are very limited. They are not giving Rs 2,000 to those who are going back. All the colonies of the poor, including the Jagananna colonies, were flooded. People are suffering because there is no electricity or fresh water. Crops, especially grain, were waterlogged. Banana, betel nut, gram, tobacco and chilli crops were also damaged," Rao said.
"Improper drainage system is the main reason for these losses. Water remains in the fields and does not go out. Drainages are being encroached and where they are filled with silt, there is no way for water to flow out. Colonies are flooded due to a lack of drainage systems even in towns. In the name of smart cities, thousands of crores of rupees have been collected, but the facilities in the colonies where the poor live have not been provided at all," he added. (ANI)

Tamil Nadu Minister for Hindu Religious & Charitable Endowments PK Sekar Babu visited the Harpuram assembly constituency aand assessed the rain water draining work underway near Valdox Road and advised officials to speed up the process.
Volunteers waded through knee-deep water in Mudichur and distributed food packets and water bottles, even as several parts of Chennai continued to struggle with scanty supplies of milk and curd for the third day on Thursday following floods triggered by cyclone Michaung.
Dedicated volunteers walked through thigh-high water in the residential areas of Pattalam, Pattinapakkam, and Varadarajapuram in Kancheepuram, and distributed food and rescued the marooned through boats. "We were the first to reach Mudichur on December 4 night when the cyclone Michaung's ferocity inundated the city and suburbs. Our rescue boat hit six electric posts in pitch darkness. Later we navigated to the houses of five marooned families and rescued them," Lt Col N Thiagarajan said.
It was altogether a different story at another flooded house in Perambur. The Indian army veteran said he got a SOS to rescue a pregnant woman nearing her due date. "We brought her safely by a boat and she was later taken to a hospital, he told PTI.
After leading the Army rescue team during the December 2015 floods in Chennai, Lt Col Thiagarajan made up his mind to dedicate his life to saving people during distress. Post-retirement in 2017 he founded the Mastermind Foundation and plunged into voluntary service.
For the 2023 Chennai floods, he organised six rescue teams with boats and fishermen and rescued about 200 employees of an IT firm, scores of students stranded in hostels besides hundreds of families desperate to reach safe places as the water level rose sharply in their areas. (PTI)

Amid flood-like situation in Tamil Nadu's Chennai due to heavy rainfall caused due to Cyclone Michaung, more than 700 people were shifted to safer locations by the flood relief teams of the Indian Navy.
"With more than 700 people shifted to safer locations, the Flood Relief Teams have continued to render assistance to the stranded people in submerged colonies of Pallikaranai, Thoraipakkam, Perumbakkam and Velachery in Chennai", the Navy said on Thursday. (ANI)
On December 5, Cyclone 'Michaung' hit the coast of Andhra Pradesh with destructive winds and heavy rains, flattening thousands of acres of standing crops, inflicting huge losses on farmers in the state. While the state government has assured compensation, the tenant farmers, a severely affected lot are not hopeful of relief as they believe it may not reach them. They said the landowners may not share the relief sums with them.
According to information shared by the Nellore district administration, agricultural crops in more than 8,400 acres and horticultural crops in 1,700 acres were damaged. In Krishna district, paddy crops in 17,000 hectares, groundnut in 903 hectares, black gram in 2,275 hectares and cotton in 213 hectares, among others were destroyed.
Nadella Trimurthulu, a farmer, stressed that the salvage operations will cost more and add up to the investment already made in kharif. “We have reached a point where we cannot even have some straw as fodder for our cattle. Not only the crop is lost but we don't have fodder for the cattle,” said Trimurthulu. Lamenting over difficulties faced in carrying out farming nowadays, he said agriculture enthusiasts may end with their generation as their own children lack any interest. (PTI)

Intermittent rains continued to disrupt normal life in Jharkhand. "The decline in day temperature may continue for the next 24 hours. Thereafter, it may increase gradually, as the impact of the cyclone would reduce after Friday," Ranchi Meteorological Centre in-charge Abhishek Anand told PTI.
The intensity of the rains would decline from the evening. Many areas in state capital Ranchi faced power cuts, and many roads also faced traffic congestion.

Meanwhile, AIADMK general secretary and Leader of Opposition, Edappadi K Palaniswami claimed that of the 35,000 key interior roads under the city corporation, 20,000 were still inundated. In a statement, he questioned the government's assertion of implementing a Rs 4,000 crore storm water drain project in the city and demanded that CM Stalin release a white paper on the matter.
Parts of the city and its suburbs in adjoining districts remained water-logged, days after Cyclone Michuang brought torrential downpour, paralysing life in the metropolis and its surrounding areas. The government said relief activities have been expedited and that efforts to pump out stagnant water were on in different places in the city.
Velachery and parts of west Tambaram suffered from waterlogging today as well, even as food packets were air-dropped in the Pallikkaranai area. Manali in north Chennai was among the severely affected areas. Officials said drinking water, 12,000 litres of milk, milk powder, bedsheets and food for about 15,000 people in Manali have been dispatched.
Tamil star Vijay has joined the chorus of celebrities speaking up about the Chennai floods, caused by Cyclone Michaung. The actor, in an Instagram post, noted that people are still suffering without basic facilities. He directed his Vijay Makkal Iyakkam members to work with the government to help people.
He wrote, “In Chennai and its suburbs, due to Cyclone Michaung, from children to elders, many are severely affected. Reports suggest thousands are suffering without drinking water, food, and other basic facilities. Many voices on social media continue to request help to retrieve people stuck in the flood. In such a situation, I request members of the organisation (Vijay Makkal Iyakkam) to work with the government selflessly to help people.” Read more
As many as 15 trains were cancelled by Southern Railways amid heavy rainfall and water logging in Chennai. The railway authorities announced the cancellation of several train services scheduled for December 7, Thursday, including the Chennai Egmore-Tirunelveli Vande Bharat Special and Tirunelveli-Chennai Egmore Vande Bharat Special.
Defence Minister Rajnath Singh will visit Tamil Nadu on Thursday to assess the flood situation in the state and hold a meeting with Chief Minister M K Stalin, PTI reported quoting sources. Singh, who will travel to Tamil Nadu as a representative of the central government, will conduct an aerial survey of the flood-hit areas.
The defence minister will visit Tamil Nadu to see the damage caused by the recent floods besides holding a meeting with the chief minister, the sources said. Officials from the Union Home Ministry will accompany the defence minister during his trip.
The devastating impact of Cyclone Michaung, which made landfall in Andhra Pradesh on December 5, has left parts of Chennai in a state of severe distress. Characterised by its super-cyclonic intensity, the cyclone unleashed a torrent of rain, leaving several localities in Chennai under water on Wednesday even about 30 hours after the rain stopped.
The shortage of essentials like drinking water and milk, besides diesel, has added to the growing desperation across the city. Power outages, too, have sparked protests, with residents taking to the streets after being without electricity for three days.

DMK MP TR Baalu on Wednesday demanded that the floods caused by Cyclone Michaung in Tamil Nadu be declared as a national calamity, and sought the Centre's assistance to tide over the situation.
Raising the issue in Zero Hour, Baalu said more than 1.2 crore people in Tamil Nadu are facing floods due to the cyclone and 17 people have died so far.
"After 47 years this type of flood has occurred. Heavy damage has been inflicted on properties, and more than 17 people have died," he said.
"In this context is it not proper for the Government of India to declare this situation as a national calamity. I thought the Home Ministry would have done it by now. More than four feet of water is there everywhere... Even food and relief material is being sent by boats," he said. (PTI)
