One must be above 18 years of age and carry a photo ID with address proof before buying acid,according to instructions issued by the Health department of the UT Administration to regulate sale of acid or corrosive substances over the counters. The instructions were issued after the Ministry of Home Affairs drafted a revised model of the Poisons Possession and Sale Rules,2013.
As per the instructions,Over the counter sale of acid is completely prohibited unless the seller maintains a log or register recording the sale of acid which will contain the details of person(s) to whom acid(s) is sold and the quantity sold. The detail will also include the address of the person.
Separate instructions have been issued for educational institutions,research laboratories,hospitals and departments of public sector undertakings who are required to keep acid.
According to the instructions,a register of usage of acid shall be maintained and filed with the concerned SDM. Person shall be maintained accountable for possession and safe keeping of acid in their premises,the acid shall be stored under the supervision of this person and there shall be compulsory checking of students or personnel leaving the laboratories or place of storage where the acid is used, the instructions read.
Taking note of the pain an acid attack victim has to undergo,the Heath department announced,One to two beds at the Apex State Tertiary Hospital must be earmarked for treatment of acid attack victims. In addition,private hospitals which have availed the facility of consensual land for setting up the hospital are also advised to earmark one to two beds for treatment.
As per the CrPc,it has been provided that all hospitals,public or private,run by the central govt,state govt,local bodies or any other person,shall immediately provide first aid or treatment free of cost.
