Panjab Universitys (PU) philanthropic act of grant of affiliation and provisional extension of affiliation to various add-on courses in colleges has been questioned for a long time. It again had to face flak at the recent Senate meeting. Despite the issue being raised time and again at various Syndicate and Senate meetings,the university authorities failed to check the ongoing practice of granting affiliation by going out of the way.
Recently,the University granted affiliation to certain courses in over a dozen affiliated colleges in Chandigarh and Punjab. Of these colleges,affiliation to Sadbhavna College of Education for Women,Raikot and Tagore College of Education,Moga,was questioned.
Despite NCET withdrawal of approval,the University constituted an inspection committee for Sadbhavna College of Education for Women,Raikot. What was more surprising was that the university itself violated its rules,which say that any inspection committee stands void six months after its constitution.
In both these colleges,the inspections were conducted by the committee a year after its constitution. Also,when one of the committees inspected Sadbhavna College of Education for Women,Raikot,and submitted its report recommending that affiliation should not be granted,another committee was constituted merely on a representation submitted by the college authorities claiming that its case was similar to that of Tagore College of Education,Moga,which had been granted affiliation.
The members of the inspection committee lamented this attitude of the university authorities,which they felt questioned their credibility as their report was ignored and another committee constituted merely on the baseless claims of the college authorities. The inspection committee members revealed that on the day of their inspection,the college register had the signatures of three Principals while in reality the college had none.
When questioned from the students on how much fees were charged from them,it was revealed that they had paid Rs 60,000 while the college was charging Rs 85,000 from more than 50 per cent of the total students who were non-attending and would be awarded degrees just by paying the fee, revealed one of the committee members.
In response to all this,the Panjab University Vice-Chancellor said that there would be a time-bound committee for all the 189 affiliated colleges. In all the cases,the inspection reports would be submitted before April 30.
