PGI Drug De Addiction & Treatment Centre under audit scanner

Doubly claimed salary component amounting to Rs 3.1 crore during last two financial years.

The Drug De-Addiction and Treatment Centre at PGI is under audit scanner for doubly claiming the funds under the salary component of one of its departments to the tune of Rs 3.10 crore during last two financial years. According to the latest audit report,for the last two years,2008-2009,2009-2010,the authorities have been paying the salary for its staff posted in the Drug-De Addiction Centre of the Department of Psychiatry,from a separate grant received from the Ministry of Health and Family Welfare which is being kept in research grants account.

At the same time,while submitting budget estimates for the respective financial years for obtaining funds under the salary component,the PGI authorities did not deduct the amount of salary which was reimbursed from the separate grants received for Drug-De- Addiction Centre exclusively.

As per the report,this resulted in double claim of grant under salary component which is both in the main salary account as well as research grant account of the centre. In 2008-2009,the amount was Rs 1,25,07,027 while in the next financial year it was Rs 1,85,00,000.

According to the existing system,PGI obtains grants from the centre government for meeting the expenses under the salary component of its employees. For this purpose,budget estimates are prepared and submitted for the respective financial years.

However when pointed out by the audit department,the authorities failed to furnish any reply in this regard. Even the expansion of the Drug De addiction centre has invited objections from the audit as it has been pointed out in the report that the non-handing over of the expanded Drug De Addiction and Treatment Centre,has resulted in blockade of Rs 45. 38 lakh.

The expansion work of the centre was handed over to a private construction company by the Construction Division of the PGI at the cost of Rs 45.38 lakh and the work was to be finished by January 2010.

However,the same could not be done in due time as there were two trees on the site and for the removing these,permission was to be sought from UT administration.

This resulted in delay of completion of work and later the department could not even produce the completion certificate despite the concerned department taking over the building.
