Registering & licensing services online: Only ‘technical issue’ cases will be allowed offline before lunch hours, says Chandigarh admin

The offline services, the UT said, will be available only between 9.30 am to 1 pm, and appointment slots would be available on the official website of RLA from today in the afternoon.

The Chandigarh administration on Wednesday announced that “only technical issue” cases will be taken up for offline services, and that too before the lunch hours. The statement comes a month after the UT confirmed that they will not entertain offline applications for various services of the Registering and Licensing Authority (RLA) from June 1.

From issuance of a driving licence to transfer of vehicle ownership, most of the services provided by RLA, will not be entertained offline from June 1.

“With regard to these services of vehicle registration as mentioned will not be entertained manually/offline from June 1. However, in case any applicant faces any technical issue(s) while getting the said services online, he/she can apply for that service offline on the basis of prior appointment,” a statement issued by the Chandigarh administration said.

Pradyuman Singh, director transport who handles the charge of RLA as well, told The Indian Express said that initially the department was supposed to refuse all offline appointments from June 1. “However, since it is a transitional phase, we have allowed that if anyone faces technical issue, their offline applications will be entertained. However, in due course of time we will not entertain offline applications entirely for these services,” the official added. On May 1, UT officials had said despite RLA’s certain services going completely online from March 14, still people were coming to their offices, and so the authority then decided to extend the time.

Services that will be Online

Services that are supposed to be given online completely include renewal of registration certificate (RC), duplicate RC, transfer of vehicle ownership, registration of vehicles purchased in a public auction, change in address on RC, removal, addition or continuation of hypothecation, issuance of no-objection certificate, cancellation of RC and updating mobile number in RC, and issuance/renewal of fitness certificate, among others. Also, the services related to the issuance of driving license have also been made available online through the Parivahan Sewa portal of the central government.
