Only 13 lecturers make it to UT seniority list

After seven years,the Chandigarh Administration has come up with a seniority list of government college lecturers to appoint permanent principals in city colleges — all these years,government colleges have been functioning without regular principals. But only 13 of the 220 lecturers have been accommodated in the seniority list.

The Administration will select four principals from these 13 candidates — five do not have PhD degrees.

The speaking order of Education Secretary Ram Niwas (Newsline has a copy) in relation to the seniority list do not mention the rules followed to prepare the list. Further,the order is neither signed by the Education Secretary nor dated.

The order reads that the merit record of two lecturers,Anita Kaushal and Yashpal Kaur,is unavailable,so their seniority is being fixed based on their birth records.

The order further mentions that the rules related to fixing seniority are quite complex and that the digging of relevant records is taking considerable time. To refer candidates to the department promotion committee (DPC),the order says,names of 12 senior most lecturers are being finalised — one of the four principals will be nominated.

But the order,endorsed by the education registrar on March 18,was withdrawn on March 20 through a verbal communication.

“There is an error in the date of birth of two lecturers. The order might have been withdrawn for correction.” Dr Achila Dogra,principal of Government College for Girls,Sector 11,said.

College lecturers,meanwhile,allege that rules haven’t been followed while fixing seniority and accuse the Administration of arbitrarily using its powers.

“Draft recruitment rules for appointing principals clearly mention that an individual needs to have a PhD degree but five candidates do not have it,” a senior lecture said on condition of anonymity.

Another added: “This is not just. We have been waiting for the seniority list for years. How does the Administration know that there is not a candidate senior than those mentioned in the list,when a majority of lecturers have been excluded from the list?”

“Once these principals are appointed,the remaining lecturers would have no option but to move court,” the lecturer said.

Niwas was not available for comments. UT Advisor Pardeep Mehra maintained that he had no knowledge of the issue.
