The sub-committees of the Municipal Corporation are increasingly taking policy decisions that are beyond the purview of these committees. In the past few months,several committees have announced policy decisions which can be taken only by the General House of the MC or the Finance and Contract Committee.
One such decision was taken recently by the Roads Committee of the MC. The committee members,going against the decision of the UT Administration decided that paver blocks would be installed in areas where the agenda was passed before the orders were issued. Recently,the Administration had imposed a ban on the installation of paver blocks stating that these were harmful for the environment.
The Roads Committee,however,took a decision that the agenda items for laying paver blocks that were passed earlier would be executed. The plea taken was that there is no written order from the Administration.
The Arts,Culture and Sports Committee changed the venue of the Childrens Day celebration from Nehru Park in Sector 22 to Dadumajra. The agenda before the committee was for organising the celebrations at Nehru Park as was being done for the past few years. Childrens Day is celebrated at this park as Nehru had addressed a gathering here. However,the committee went ahead and changed the venue.
Interestingly,with several committees headed by the Congress councillors taking such decisions,there is little that is being done to keep a check. Even though the decisions are in contradiction to that taken by the higher authorities,these are likely to be followed.
Mayor Subhash Chawla said that the mandate of the sub-committees is defined and these cannot take policy decisions. The agenda items up to a certain limit can be passed by the committees.
