Master Plan not ready,planning buried under structures

Two years after the first meeting of the Master Plan Committee,the completion of the plan is still awaited even as the construction activity,especially in the peripheral areas,continues unabated. Due to the Master Plan not having been finalised,decisions and proposals are hanging fire.

The preparation of the Master Plan was started following directions by the Punjab and Haryana High Court. The expert committee was constituted under the chairpersonship of UT chief architect Sumit Kaur to prepare a vision for 2031. After the first meeting held in December 2009,a total of 65 meetings have been held. While architect-cum-planner Christopher Charles Benninger has resigned from the committee,senior town planner Jit Gupta has not been attending the meetings for some time.

While the Master Plan was to outline the manner in which development is to be undertaken in the city,the construction activity is going on unabated in the peripheral areas. Just 3 per cent of the periphery is with Chandigarh. In the villages,residential and commercial buildings are under construction without proper planning. With there being no bylaws to govern construction in villages under the administration,structures are sprouting haphazardly.

Satya Pal Jain,former MP and national incharge of the Legal and Legislative Cell of BJP,says,“By the time the Master Plan finally comes out,the ground realities would be completely different. The committee is running against time. The vision for the city is lacking. The administration as well as the political bosses seem to have no interest in the city.”

Apart from construction activity,the industry is also looking towards the Master Plan for implementation of decisions. The chief architect had taken a tour of the Industrial Area to see the problems being faced. The Mater Plan would be outlining suggestions for the increasing problem of traffic,optimum utilisation of the landlocked city and the needs for the city in the coming years.

Former president of the Chamber of Chandigarh Industries Naveen Manglani says the system is so slow that it is affecting the development of the city. “Decisions need to be taken faster. The Master Plan would outline the implementation of the MSMED Act in letter and spirit. This is being awaited by the industry. There are certain need- based changes that are to be allowed to the industry,and the issue of increasing the Floor Area Ratio is pending,” he says.

A member of the Master Plan Committee says that deliberations have been held on a number of issues in the meetings,but the progress has been slow. While different issues are taken up in every meeting,the plan needs to be consolidated,he adds.

The committee has sought several extensions from the High Court for completion of the report. The recent request for another six-month extension was not accepted by the court.
