BJP Member of Parliament (MP) from Chandigarh Kirron Kher has urged Union Home Minister Amit Shah to intervene in the process of promotions from the rank of constable to head constable in Chandigarh Police.
She said promotions should be on the basis of seniority and merit instead of written and physical tests under the B-1 test process.

In a letter to Shah, written Thursday, Kher urged the Union minister to issue instructions to stop the B-1 process which was adopted last year. Earlier, police personnel used to be promoted on the basis of seniority and vacancies.
The letter read, “A delegation of police personnel met me. I was told that Chandigarh Police is in the process of promoting the constables through the B-1 process in which a constable up to the age 30 years and having three years of experience is eligible to appear for the promotion test. However, most of the constables in Chandigarh Police are above 30 years of age and have around 15 years of service experience. They cited a strong apprehension that they will not be able to compete with the young constables in the written and physical tests. I am also of the opinion that promotions in the police force should be on the basis of seniority and merit.”
A police officer requesting anonymity said, “We have sought willingness and feedback of the eligible constables over the B-1 test till June 15. We will decide about the process on the basis of feedback. The matter is under consideration.” The overall strength of Chandigarh Police is around 6,700 personnel with more than 3,200 constables.
Sources said, “A delegation of police constables had met Kirron Kher at her residence. Earlier, the delegation had met senior officers, who had assured them to protect their interests. When cops did not see anything on the ground, they approached the sitting MP, who supported them and took up the issue with the central government.”
