The Dadumajra garbage waste management plant is back in news,this time over the non-fulfilment of an agreement clause.
The Chandigarh Municipal Corporation has written to J P Associates,the company managing the plant,about the non-preparation of pellets,which was one of the components of the agreement.
In a memo to the management,the civic body has stated that making pellets was part of the Detailed Project Report (DPR) that the company had submitted.
The MoU also mentions that the pellets produced shall be removed from the plant site within seven days. This is,however,not being done.
The communiqué also mentions various clauses of the DPR which mentions the details of the pellets.
According to the project report,the plant was to work for 10 hours a day till refused derived fuel (RDF) fluff production while the pelletisation section would work for 20 hours a day.
The company was also supposed to install machinery for pellet production,but there is no progress on that front either.
In a letter from the company prior to the setting up the plant,it was intimated that they (J P Associates) would make provisions for installation of machinery for conversion of RDF fluff into pellets with the technology available in the country.
The expenditure for the same in the DPR was mentioned as Rs 2.60 crore.
The MC memo reads: It is clear as per the essence of the agreement that the company is required to set up the machinery to produce pellets from processing of municipal solid waste.
One of the reasons for the delay is that the companys proposed cement plant in Solan,where the pellets were to be used,has not been set up. Pellets are essentially used as fuel for furnaces.
Medical Officer of Health Dr G Diwan says these are some initial teething problems which would be taken care of soon. The plant is a first-of-its kind in the country with the best technology. It is important to ensure that the plant is functional for proper waste disposal in the city, he said.
