Info panel’s landmark judgments in print soon

The Punjab State Information Commission has decided to publish a book of its landmark cases for the convenience of people,public information officers and first appellate authorities. It will also be of use to the commission while deciding fresh cases involving similar issues.

The meeting of the full commission decided that state information commissioners would list out such judgments and furnish details to the deputy registrar,who would get these printed and also upload them on the website. For this,funds available with the commission from the Centrally-sponsored plan under the head ‘strengthening,capacity building and awareness generation for effective implementation of the RTI’ would be utilised. To keep abreast with the latest orders and judgments on the RTI Act and other related laws delivered by various high courts and the Supreme Court,it was decided that the commission needed to subscribe to an online ‘Case Law Reporter’.

The commission also took note of three communications sent by RTI activists. These include charter of demands by the RTI Activists’ Federation,Punjab,for negotiations and discussions; a letter from the splinter group of the federation in protest against the working of the body and a communication from a Ludhiana activist,denouncing the misdemeanor of a few members of the federation during a meeting held at Law Bhawan on November 7.

Notably,the activists had raised slogans against CIC R I Singh during the meeting,resulting in his walkout.

The meeting noted that 843 cases were pending for disposal as on November 1,and except 34 cases,all were instituted this year. It was decided that with the retirement of two commissioners and the impending retirement of SIC Rupan Deol Bajaj in December,it needed to be ensured that pendency did not increase. The commission decided to drop the plan of constructing a building in Sector 38,where the Chandigarh Administration had allotted a plot after the state expressed its inability to provide funds. However,an alternate proposal to rent out a suitable space on the premises of Punjab Red Cross Society in Sector 16 is being pursued.
