To make the processes of building plan approval and procurement of occupation certificate less cumbersome,HUDA has decided to introduce certain measures,including online approval for building plans and making it the duty of the architects to make assessments of compoundable violations for the occupation certificate.
According to senior HUDA officials,the service of online submission of plans would be available to the allottees from January 1,2010. To be Implemented in a phased manner,the facility would be launched at the estate offices of Panchkula,Gurgaon and Faridabad within a month and later extended to all offices across the state.
The step has been taken in view of complaints by the allottees about the cumbersome procedures followed by the HUDAs field staff for inspection.
Presently,for obtaining occupation certificate of a residential,commercial or institutional building,an allottee is required to submit the details of the building along with the architects certificate. Following this,HUDAs staff inspects the building. Once violations are listed,the file is sent to the accounts department for fixing the compounding fee,to be paid by the allottees.
As per the new initiative,architects will now be required to make an assessment of compoundable violations along with the fee to be paid by allottees,thus bypassing inspection and fixing of penalty by the officials. In order to have an early and effective implementation of the plan,HUDA Chief Administrator T C Gupta has asked the zonal administrators and estate officers to conduct special training session-cum interactive sessions with architects in June and July.
