In an attempt to correct mismatching in the states hospitals and clinics,the health department has been issuing countless transfers. However,the decision by the department to entertain requests of transfer by the doctors has created confusion. The transfers of doctors were intended to correct placement of specialists and the medical officers. However,a number of transfer orders are being issued in the morning and cancelled in the evening. In remote places,doctors have requested and have been granted transfer leaving the hospitals unstaffed.
A total of 53 orders have been issued in the past two weeks. However,with the doctors filing requests with the Health Minister Madan Mohan Mittal for the transfers to be cancelled,28 transfers were cancelled on the same day.
As per the documents available, Dr Inderjeet Kaur working in Primary health centre (PHC) in Patiala was transferred on May 11 to PHC in Lalru. However on May 18,she was sent back to Patiala. Dr Sandeep Kakkar working in Civil Hospital Amritsar was transferred to ESI hospital,Amritsar,on May 8. But on May 18,he was back at his previous post. Dr Rakesh Arora,working as senior medical officer (SMO) in Seetoguno in Abohar was transferred to Civil Hospital Abohar and the same day he was shifted to Civil Hospital Malaut.
In Jalalabad,four doctors at the civil hospital were transferred on request and now there are no doctors available at the hospital located in the deputy CMs constituency.
Dr J P Singh,director health services,said,We are doing the transfers to correct mismatching. We have also catered to transfers on request. He verified that a number of orders had to be reversed within a few days adding,Those doctors may be having some genuine problems.
Regarding dispensaries and hospitals which have gone vacant due to transfer requests,he said: We will be posting 100 specialists and 500 MBBS doctors within a few days after seeking permission from the election commission.
