The Punjab and Haryana High Court has issued contempt notices to Satinder Pal Singh,Deputy Superintendent of Police (DSP),Kharar,Gurvinder Singh,In-charge,CIA Staff and Constable Kailash Kumar on a suo motu notice taken by a single judge.

Holding that the Kharar police staff interfered in the administration of justice by obstructing the work of a warrant officer appointed for the release of a detainee,Justice L N Mittal issued the notices on August 5.

The court held that “prima facie a case of contempt is made” and issued the notices. The court later referred the case to Chief Justice Tirath Singh Thakur to further place it before an appropriate Bench.

The notices were issued on a petition filed by Zeenat,a local resident whose husband,Harminder Kumar,was illegally detained by the Kharar police on July 1. A warrant officer was appointed by the Punjab and Haryana High Court on a habeas corpus filed by Zeenat. Not only was the officer stopped from entering the police station,but he was also locked from outside. Further,Kumar was taken away in a private vehicle.

The warrant officer stated all these facts in his report to the High Court. The Kharar police officers,on Monday,tendered an unconditional apology,which was turned down by the High Court.

It may be mentioned that Newsline had reported on August 4 that Harminder Kumar had filed an affidavit in the High Court giving details as to how he was detained,mercilessly beaten up and a bribe of Rs 1 lakh was demanded from him.

3 vehicle thieves remanded in police custody

Support declaration of assets by judges: HC Bar Association
As many as 171 members of the Punjab and Haryana High Court Bar Association on Monday signed and submitted a representation to the President of the High Court Bar,Sukhjinder Singh Behl in the wake of the ongoing controversy over the issue of declaration of assets by some Judges of higher courts. The members have proposed an emergent meeting of the General House on August 26. Also,the requisition stated that Punjab and Haryana Bar Association,Chandigarh,should support the stand taken by Karnataka High Court Justice D V Shailendra Kumar and others. The President of the bar assured to take a decision on the requisition shortly.
