Haryana CET 2025: No reservation benefit for candidates from outside state, says notification

Job aspirants from outside Haryana can appear for the Common Eligibility Test (CET) for recruitment to Group C and Group D posts, but will not be given reservation benefits, a notification by the state government has clarified.

The notification on the Haryana Staff Selection Commission (Process of Recruitment of Group C and D posts) Rules, 2025, detailing the rules and regulations for the recruitment process through the CET, was issued on May 27.

“A candidate of reserved category shall be considered to grant the benefit of reservation only in case he is domicile of the State of Haryana and submit the valid certificate of reservation afresh in accordance with the instructions issued by state government from time to time before/upto the closing date of application for skill and/or written examination as specified by the [Haryana Staff Selection] Commission,” the notification states. Although candidates from other states of the country can register and appear for the CET, “they shall not be given benefits of reservation policy”, it adds.

After a gap of over three years, the CET is now to be held separately for Group C and D posts. While the registration process has begun, the CET dates are yet to be notified by the Commission. The CET will be a computer-based online/offline/Optical Mark Reading (OMR)-based test and will be bilingual, i.e. conducted in Hindi and English. The posts are mainly in boards, corporations, statutory bodies, the police force, the education department etc.

As per the rules, “For Group-C posts, all heads of the departments and organisations under the control of Haryana government shall submit their requisitions for vacant [posts] to the Haryana Staff Selection Commission in the specified format with the eligibility criteria as provided in the relevant service rules of the posts. However, the requisition of Group-D posts of departments shall be sent to Directorate of Human Resources Department while Boards/Corporations etc. shall send their requisition to Haryana Staff Selection Commission separately.”

While candidates in the unreserved category should score at least 50 per cent marks in the CET, those in the reserved category should at least get 40 per cent marks.

“In case of Group-C posts covered under CET other than the posts of police service and teaching posts, out of candidates applying for the post, the maximum number of candidates eligible to appear for the skill and/or written examination shall be 10 (Ten) times of total number of posts advertised by the Commission,” the rules said.

In case of teaching posts (Group-C), the Commission will conduct a written examination for all eligible candidates, as per the rules.

“The Commission shall prepare the list of eligible as well as ineligible candidates before appearing for the skill and/or written examination and shall publish the same on its website so that any ineligible candidate may submit his/her objections to the same within the time specified by the Commission. The Commission shall, in a time bound manner consider the objections and resolve the same, if the grievance of the candidates is found genuine,” the rules add.

For Group-D posts, the rules say, “In case of Group-D posts excluding the posts where minimum educational qualification is below matriculation in the Haryana Group-D employees (Recruitment and Conditions of Service) Act, 2018, the Commission shall on the basis of CET marks shortlist the candidates for selection, recommendation or waiting list in the respective categories and publish the list of such candidates on the website. Also, for the Group-D posts only willingness/consent of the eligible candidates shall be obtained by the Commission before declaration of final result.”

To deter candidates from adopting malpractices, the rules say that “such candidates’ candidature shall be cancelled and he/she (candidate and impersonator) shall be debarred from the examination of the Commission”.

The registration process for CET began on Wednesday. Within 10 hours, over 1.5 lakh candidates have registered for the exam. Though there were issues in accessing the registration link initially, the problem was rectified, officials said.

“Several complaints were received from candidates who mentioned that they were not receiving OTPs on their emails, while registering themselves for the CET-2025. The issue has been rectified. Since 11:59 pm on Wednesday till 10 am on Thursday, a total of 1,54,293 candidates have registered on the portal. We are expecting the number to cross 2 lakh by Thursday end,” Himmat Singh, Haryana Staff Selection Commission chairman, said.

The registration process will continue till 11.59 pm on June 12 and the fees can be deposited till 6 pm on June 14, officials said.
