Two years after it registered a corruption case against two senior officers of Defence Estate (Western Command) and a private person,the Central Bureau of Investigation (CBI) has submitted a closure report in the case.
Claiming that it has failed to find sufficient evidence to establish the charges against the accused in the case,the premier investigating agency has given up and requested the special CBI court to accept the closure report in the case.
Refusing to give a quiet burial to the case,the CBI court has questioned the rationale and hurry behind closing the case without even receiving the CFSL report. The special CBI court has asked the investigating agency to wait for the report from the laboratory. The case has been adjourned for a month to await the report after which the CBI court will pass formal orders on whether to accept or reject the closure report.
It was on May 28,2011,when the CBI had registered a criminal case against former principal director V K Srivastava and chief executive officer Ramandeep Singh of Directorate of Defence Estate (Western Command) and one Jaswinder Kaur,a resident of Punjab,on charges of cheating and under the Prevention of Corruption Act.
Srivastava and Singh had allegedly demanded and accepted a bribe of Rs 3 lakh for appointing Kaur to the post of sub-divisional officer (SDO-III). According to the CBI,Kaur,through Ramandeep Singh,had paid a bribe of Rs 3 lakh to Srivastava. The bribe was demanded and accepted in 2009 and the case was registered after an inquiry into the case. The role of some other senior officials of the Defence Estate and Western Command had also come under the scanner during the investigation. However,it was only Srivastava,Singh and Kaur who were impleaded as accused by the investigating agency.
As per sources,an incriminating audio conversation between Singh and Srivastava was made available to the CBI by another defence officer. The conversation was recorded on a mobile phone which was handed over to the agency. The case was registered by the CBI on the basis of source information. However,none of the three accused were arrested.
