The filing of nominations for the byelection for the lone Rajya Sabha seat in Haryana began on Wednesday. The nominations can be filled till August 21 (3 pm), and candidates can withdraw their nominations until August 27.

The nominee of the ruling BJP, which has 41 members in the 87-member Haryana Vidhan Sabha is all set to win in the absence of adequate numbers in the Opposition.

Dr Saket Kumar, Managing Director of Uttar Haryana Bijli Vitran Nigam (UHBVN) and Returning Officer of the election, said that in case of an opponent in the election, voting will be held on September 3 at the Haryana Vidhan Sabha Secretariat from 9 am to 4 pm.

As per the Vidhan Sabha’s current records, the main Opposition Indian National Congress led by Bhupinder Singh Hooda has 29 members and Dushyant Chautala led JJP has 10 members. However, Congress’ Tosham MLA Kiran Choudhry has already quit the party and joined the BJP for which Congress had approached Speaker Gian Chand Gupta seeking her disqualification. JJP, too, has moved disqualification petition under anti-defection law against four of its MLAs accusing them of anti-party activities.

In the wake of the defection that both Congress and JJP are facing, both the parties are unable to field their respective nominee. Even if they join hands and field a candidate jointly, they would be unable to defeat BJP’s nominee unless the BJP legislators indulge in cross-voting.

Leader of Opposition Hooda had already said that there was no point for Congress to field any nominee for the Rajya Sabha poll because the party did not have adequate numbers.

Dushyant Chautala, however, had been accusing Hooda of deliberately giving BJP an edge by not fielding a candidate of Opposition. Dushyant had even offered support to Congress in case Hooda wishes to field a joint candidate against the BJP nominee.

The ruling BJP has yet not declared its nominee but is expected to do so in the coming few days.

The bypoll was necessitated following Congress’ former Rajya Sabha member Deepender Hooda’s election to the Lok Sabha from Rohtak in the recently concluded Lok Sabha polls.

Dr Saket Kumar said, “Nominations can be submitted by any candidate on any working day, except holidays, at the Haryana Vidhan Sabha Secretariat in Sector 1, Chandigarh between 11 am and 3 pm until August 21, 2024. The scrutiny of nomination papers will take place on August 22 at 10 am.”
