ETT paper leak accused to be chargesheeted

Three government officials,including the Director,State Council of Educational Research and Training ,found guilty in the inquiry conducted in the Elementary Teachers Training paper leak case,are to be charge-sheeted.

Three government officials,including the Director,State Council of Educational Research and Training (SCERT),found guilty in the inquiry conducted in the Elementary Teachers Training (ETT) paper leak case,are to be charge-sheeted.

The 99 page inquiry report conducted by the Additional Secretary (School Education) Sanjay Popli had indicted Avtar Singh Director (SCERT),Roshan Lal Sood former Deputy Director( Evaluation) and Jagtar Singh (Evaluation Officer) accuses the officials of not following any of the norms or parameters of the examination process.

The report states that no sets of four question papers were ever made as was compulsory,the in-charge was not present during the printing of papers,the question paper envelopes were not sealed,no secret code was accorded,no signatures were appended,the question papers were neither kept or transported in double lock,no safe printing press was chosen to print the papers,no examination committee was formed to monitor the whole process.

The inquiry has recommended deserving exemplary and deterrent punishment for the three indicted officers as they have been found guilty of unpardonable inexcusable abdication,desertion and abandonment of duty tantamount to grave misconduct.

As the officers have already been placed under suspension,with the Education Minister Sewa Singh Sekhwan having accepted the findings and recommendations of the inquiry,the three will be charge-sheeted by the government. According to sources,the three can either be dismissed or compulsorily retired from service or have their increments stopped.
