The number of labourers in the refinery has increased to 25,000 and there have been incidents in the past where the labourers have turned violent and caused damage to property in and around the refinery.

In June 2009,after the death of a fellow worker due to sunstroke, the labourers went on a rampage and caused huge losses to property and also manhandled refinery officials.

The district administration has, thus, announced not only constituting a disaster management and rapid action team but also to set up a police post in the area.

The team would constitute two members each from every company in the refinery. The team members would diffuse any tension and avoid grouping of labourers. They will remain in contact with senior police and district administration officials in case there is any violent clash.

The district administration has also asked the refinery officials to make available basic amenities for the workforce and undertake welfare activities for them.
