A holistic security plan made for Punjab and Haryana High Court would be evolved keeping in mind the sanctity of the Capitol Complex. Instead of fragmenting the three edifices namely the Secretariat,High Court and Assembly,a comprehensive plan would be prepared. Short-term security measures were also suggested.
The decision was taken in the third meeting of the Chandigarh Heritage Conservation Committee (CHCC) held under the Chairmanship of UT Adviser KK Sharma on Thursday. The meeting was attended by senior officials of the Administration.
The committee accorded approval to the renovation of MLA flats in Sector 3 which was presented by the Department of Architecture,Haryana. The proposal includes preserving the external façade while making internal changes to create a lounge and larger and improved toilet facilities. The Department was directed to propose creative changes while maintaining the original character. Another proposal of the Haryana Government for construction of temporary accommodation for security personnel of Haryana,in the land temporarily allotted for the purpose behind Civil Secretariat Building,Sector 1 was also deliberated. The committee took note of the construction that had come up along the Uttar Marg within heritage zone I.
The proposal presented by the ADGP Haryana to build pre-fab structures by lowering the natural ground-level and creating green area towards the Uttar Marg and the Secretariat building. The need to subdue the effect of construction were made to minimise the impact on the Capitol Park which has been accorded heritage grade I status. The revised design would be presented in the next meeting.
The proposal of building another hostel at Government College for Girls,Sector 11 was approved by the committee. To be constructed at an estimated cost of Rs 16.79 crore,the hostel would accommodate 417 students.
