Cash rain in Cong rally: Pinky indicted for code violation

The Congress candidate,Parminder Singh Pinky,contesting from the Ferozepur Assembly constituency,has been indicted for the violation of model code of conduct.

The Congress candidate,Parminder Singh Pinky,contesting from the Ferozepur Assembly constituency,has been indicted for the violation of model code of conduct. The returning officer,Ferozepur,in its report has indicted Pinky and concluded that a violation was committed during the Congress rally after Pinky filed his nomination papers and his supporters were seen throwing currency notes in the air.

Confirming the development,Sub-Divisional Magistrate-cum-Returning Officer,Subhash Chander,said,“Yes,we have submitted our inquiry report to the State Election Commission and held the candidate guilty of committing the code violation. The candidate had expressed ignorance on the entire issue,but he is seen in a photograph which shows the violation being committed right in front of him.”

Chander added that in his reply,Pinky has submitted that he had no knowledge of such act being committed as he was busy looking at some important papers. “The candidate has even added that some anti-social elements might have formed a part of his rally and committed the violations.”

Based on a news report published in The Indian Express,highlighting currency notes being thrown up in air in front of Pinky,the State Election Commission had asked the Returning Officer,Ferozepur,to inquire and submit the report. The Returning Officer issued notices to Pinky twice and after perusing his replies,concluded that a violation has been committed.

When asked,the Deputy Commissioner,Ferozepur,S Karuna Raju,said,“We have concluded in our report that a violation was committed during the Congress rally and have submitted the report. It is the State Election Commission,which has to decide on the penalty to be imposed on the candidate”.

The Indian Express had highlighted how a group of people sporting the Congress party badges started throwing currency notes in the air,during a rally after Pinky filed his nominations at the SDM,Ferozepur’s office. The currency notes were collected by people who formed the Congress rally later.

While elaborating the report submitted to the Election Commission,Returning Officer,Subhash Chander added,“We did not recommend registration of a criminal case,since it is not certain that the person who is picking up those currency notes,would eventually vote in the candidate’s favour. But yes,the use of currency in such a manner is definitely a violation.”
