Though seconding the demand for a CBI probe into the scam,Advocate Pankaj Chandgothia on Sunday questioned the legal sanctity of former Additional Deputy Commissioner P S Shergill’s report. The national convenor of Social Campaign Against Misinformation (SCAM),Chandgothia said that Shergill was not the “inquiry” officer in the case and is not legally competent to submit a report. He added that Shergill was not the SDM (Central) the day he had prepared the report. Chandgothia demanded that Shergill should be made a complainant in the CBI inquiry. “But prior to a CBI probe,a proper commission of inquiry should be established by notification of appropriate government under the Commissions of Inquiry Act -1952. A sitting judge of the High Court should be made the presiding officer of such a commission.”
