The case dates back to the year 1997,when General Manager JL Jain and his reader Jagdish Chander had demanded Rs 15,000 bribe from the complainant Baldev Singh. Singh was then employed as a conductor in the department. The bribe was demanded to allow Singh’s appeal regarding release his arrears which was pending before Jain. The two had initially demanded Rs 20,000 ,but later settled for Rs 15,000.

Singh had given a complaint to Punjab Vigilance after which laid a trap to nab the accused. Singh paid the money to Chander who handed over Rs 9,000 to Jain and kept the rest with him.
