Karnataka IPS officer Vartika Katiyar accuses boss Roopa Moudgil of planting documents against her

In a fresh spat between IPS officers in Karnataka, Deputy Inspector General (DIG) Vartika Katiyar has accused her immediate boss D Roopa Moudgil of using police personnel to plant confidential documents related to other departments in her chamber.
Both Inspector General of Police Roopa D Moudgil and DIG Vartika Katiyar are currently posted in the Internal Security Division (ISD). The complaint was filed on February 20 before Karnataka Chief Secretary Shalini Rajneesh and marked to Director General of Police Alok Mohan. Moudgil is a 2000 batch IPS officer while Katiyar is a 2010 batch IPS officer.
In the complaint, Katiyar alleged that on September 6, 2024, head constable Manjunath TS and home guard Mallikarjun entered her chamber after receiving directions from Moudgil to keep some files and took photos of them as well. Katiyar alleged that the photos were shared on WhatsApp.
According to the complaint, Manjunath and Mallikarjun entered Katiyar’s chamber by taking keys from the Control Room during her absence.
“I came to know about the matter recently… several (such) incidents … may have taken place in the past, but this has come to my notice. In the future, incidents like this may repeat and if anything wrong happens, D Roopa will be directly responsible,” Katiyar said.
Katiyar added that Moudgil had even threatened to submit a negative annual report against her.
When The Indian Express tried to contact Moudgil, she did not respond to the messages and calls. Katiyar, too, did not respond to the calls and messages.
Moudgil also got involved in a public spat with IAS officer Rohini Sindhuri in 2023. The two officers have been locked in a legal battle over comments they made against each other.
