‘Only 3% of Congress manifesto promises fulfilled’: Report

A recently released ‘one-year report card’ curated by NGO CIVIC Bangalore (Citizens Voluntary Initiative For the City) titled ‘Citizens’ Report Card’ stated that the ruling Congress government in Karnataka fulfilled only three per cent of its 2023 election manifesto.
The report analysed a total of 59 election promises across six key sectors including employment, industry, environment, education, health, and Bengaluru. Of the 59 promises analysed by the CIVIC team, only two promises were found fulfilled while 10 promises are a work in progress (17 per cent). Meanwhile, work has not started on 42 election promises (71 per cent) and the government has ‘failed’ on delivering five promises.
The report suggested that out of the five guarantee schemes, three schemes – Shakti scheme, Gruha Jyoti, and Yuvanidhi – have been fulfilled but Gruha Lakshmi and Anna Bhagya have been ‘partially fulfilled’.
Under public health, the report stated that no work has been started to fill up vacancies of staff and doctors in government hospitals, to establish fully equipped trauma centre every 100km along national highways, and Jayadeva like Heart Hospital, Kidwai like Cancer Hospital and NIMHANS-type psychiatric hospitals in each revenue division.
Further, the report claimed that no work has started to reduce the fees of BPL students and the government has failed to fill up the vacancies of teachers and staff in government and aided schools/colleges within one year.
Under the environment section, in the context of mining works approved by the Union Government in Sandur in Bellary district, the report stated that the government has not made efforts to stop the mining mafia, the loot of natural resources and make suitable changes to mining laws, as promised in the manifesto.
Meanwhile, under Bengaluru, the study disclosed that works related to tunnel roads, Metro construction, and peripheral ring road are under progress. However, the study said promises like the Yuvanidhi program (financial assistance to unemployed graduates) and the revision of textbooks have been fulfilled.
The Congress government under the leadership of Chief Minister Siddaramaiah was formed in May last year.
