Bengaluru News Highlights: Opposing the Karnataka government’s decision to introduce internal reservations among Scheduled Caste, members of the Banjara community pelted stones at the residence of former CM B S Yediyurappa.

According to the new norms, of the 17 per cent quota that was cleared, the SC left category, which consists of 29 communities, will get 6 per cent of the reservation, whereas the SC right, with around 25 communities such as Holeyas, will get 5.5 per cent. Touchable communities such as Banjaras and Bhovis will have 4.5 per cent of the quota and other communities in the category will get the remaining 1 per cent.

Meanwhile, Karnataka Cabinet’s decision to scrap the four per cent reservation granted to Muslims under the 2B category continues to be a key talking point in state politics ahead of the upcoming Assembly elections. While Amit Shah on Sunday alleged that the provision was made due to the “appeasement policies” of previous Congress governments, Congress promised to revoke the move if voted to power.

Karnataka BJP MLA Madal Virupakshappa who was arrested in a bribery case on Monday is a close aide of former Chief Minister and Lingayat strongman B S Yediyurappa and one of the tallest leaders from Davangere district.

The MLA’s arrest came weeks after he went on the run as corruption allegations surfaced against him and his son. Virupakshappa got anticipatory bail from the Karnataka High Court but the Lokayukta Police arrested him on Monday from his constituency Channagari in Davanagere after the court rejected his bail application. On Sunday, Union Home Minister Amit Shah, during a visit to the state, had called on the electorate to support the BJP saying only a party of patriots could put an end to corruption. Read more here

Karnataka BJP MLA Madal Virupakshappa arrested in bribery case

Hours after his bail plea was dismissed by the Karnataka High Court, BJP MLA Madal Virupakshappa was arrested by the Lokayukta police on Monday in connection with a bribery case relating to Karnataka Soaps and Detergents Limited (KSDL).

Virupakshappa, who was the chairman of KSDL, has been charged with demanding bribes for allotting a contract for supplying chemicals to KSDL, through his son Prashanth Madal, a Karnataka Administrative Service (KAS) officer. Read more here

Protests against Karnataka internal quota for SCs turn violent, stones pelted at former CM Yedyiurappa’s residence

Opposing the Karnataka government’s decision to introduce internal reservations among Scheduled Castes, members of the Banjara community and others allegedly pelted stones at former chief minister and member of the BJP parliamentary board committee B S Yediyurappa’s residence in Shikaripura town in Shivamogga district Monday.

The incident occurred in the morning when people from the Banjara community were staging a protest. Violence erupted as protesters suddenly hurled stones at BS Yediyurappa’s residence after breaking a police barricade. Karnataka HC rejects bail plea of Virupakshappa in corruption case

The Karnataka HC has rejected the bail plea of BJP MLA Madal Virupakshappa who is accused in a corruption case. Virupakshappa's son Prashant Madal was caught red-handed while receiving a bribe of Rs 40 lakh from a business man for awarding contracts to supply raw materials to the state-run Karnataka Soaps and Detergents Ltd headed by the MLA.

Earlier on March 7 the HC had granted interim anticipatory bail to Madal. The HC had reserved its orders on the main bail plea on March 17 after the Lokayukta police filed objections. The advocate for the MLA said they were yet to be notified about the bail rejection but court officials had confirmed that the bail is rejected.

The Karnataka government Friday decided to scrap the 4 per cent reservation granted to Muslims under the 2B category and placed them under the Economically Weaker Sections (EWS) reservation category.

The 4 per cent reservation will be shared by two dominant communities of the state—Vokkaligas and Lingayats. Vokkaligas, who were included under the 2C category created in December 2022, will get 6 per cent reservation and Lingayats, falling under the newly created 2D category, will get 7 per cent reservation, Chief Minister Basavaraj Bommai said after a cabinet meeting. What is pre-arrest bail, granted to Karnataka BJP MLA Madal Virupakshappa in corruption case?

Black’s Law Dictionary describes ‘bail’ as procuring “the release of a person from legal custody, by undertaking that he shall appear at the time and place designated and submit himself to the jurisdiction and judgment of the court.”

Although “bail” has not been expressly defined in Indian statutes, the Code of Criminal Procedure (CrPC) differentiates between “bailable” and “non-bailable” offenses. It also defines three kinds of bail that can be granted — regular bail under Sections 437 and 439; interim bail or short-term bail which is given when regular or anticipatory bail application is pending before the court; and anticipatory or pre-arrest bail.

The provision for “anticipatory bail” was introduced under Section 438 of the CrPC after the 41st Law Commission Report in 1969 recommended the need for a measure that protects against arbitrary violation of one’s personal liberty, such as when politicians detain their opponents in false cases. In Karnataka, 22 cattle die after consuming leftover food from political rallies

In two separate incidents of suspected food poisoning, 22 cattle died in Karnataka’s Yadgir and Raichur districts this month, allegedly after consuming leftover food from two political rallies.

The latest incident came to light on March 25 when 15 cattle were found dead in Yadgir district’s Yergol village. Animal husbandry department officials rushed to the village and learnt that the cattle had consumed leftover food from a JD(S) rally.

“Sharanagouda Kandakur, a probable JD(S) candidate from the Gurmitkal Assembly constituency, had organised an election campaign on March 24. On the same evening, about 30-35 cattle in the village were fed leftover rice from the rally. On Saturday morning, locals who went searching for the cattle found them with bulging stomachs and informed animal husbandry department officials,” a local said. (Read more)

The Bengaluru police Saturday rescued a 40-day-old toddler and handed her over to family members hours after a woman kidnapped her from her house at Kalasipalya.

Over the years, rulers of Karnataka have left their marks on Bengaluru. Kempe Gowda and Tipu Sultan both made their marks with fortifications. The Residency itself in most parts of the country was a product of the Subsidiary Alliance, a treaty that curtailed the autonomy of a princely state in exchange for the military protection of the British. Bajrang Dal activists vandalise venue hosting Holi celebrations in Mangaluru, 6 held

Six Bajrang Dal activists were booked and several others detained in Karnataka’s Mangaluru after they vandalised the venue of an event held in connection with Holi celebrations on Sunday.

Mangaluru City Police Commissioner Kuldeep Kumar Jain identified the accused in custody as Ganesh Attavar, Jai Prasanth, Balchander, Akshay, Chirag and Mithun. The commissioner told media persons that permission was granted to the organisers to conduct the event under certain conditions. “If anyone had issues, they could have approached the police. BMTC issues student concessional passes to travel to school/college

In the interest of student community, BMTC has been issuing student concessional passes to travel from their residence to School/college at a discounted rate.

In view of the SSLC exams scheduled from 31.03.2023 to 15.04.2023 BMTC has provided the following facilities in the interest of the SSLC students:

? On the dates of examination i.e. from 31.03.2023 to 15.04.2023, BMTC has provided free travel facility in BMTC ordinary services to all SSLC students from their place of  residence to the examination centers on production of exam Hall/admission ticket.

? All schedules and trips will be operated on the date of exams, especially student trips. Additional trips will be operated if it is required on the basis of demand.

? Request stops will be given near of examination centers for the benefit of the students appear for the exam.

Intellectuals and activists urge Karnataka to abolish contractual labour system

In a letter to Chief Minister Basavaraj Bommai, writers, poets, filmmakers, educationists, social activists, intellectuals and civil society organisations in Karnataka have requested that all garbage vehicle drivers, cleaners and loaders be brought under the direct payment system.

The open letter expressed solidarity with solid waste management workers, whose protest with the same demand entered its 11th day on Friday. It referred to the chief minister’s 1 July 2022 assurance to abolish the contract system and bring all pourakarmikas under the direct payment system.

Complaint in Lokayukta against officials for failure to recover 3,000 acres of forest land in Karnataka’s Shivamogga

Social activist Gireesh Achar has filed a complaint with Lokayukta against officials of the Karnataka revenue and forest department for not carrying out evictions of encroachers from 3,111 acres of forest land spanning in Soraba and Sagar taluks in Shivamogga district.

In his complaint submitted to the Lokayukta on March 14, Achar stated that 3,111 acres of Kan, Sopinabetta and Jungli forest lands, which are found in the Western Ghats, were illegally granted to more than 1,000 people between 2013 and 2017 by L B Chandrashekar, the then tehsildar of Sagar taluk in Shivamogga district.

Amit Shah to oversee destruction of 9,200 kg of seized drugs worth Rs 1,235 cr during Bengaluru visit

Union Home Minister Amit Shah will oversee the destruction of 9,298 kg of seized drugs valued at Rs 1,235 crore during the course of a southern regional conference on ‘Drug Trafficking and National Security’ on Friday in Bengaluru. The destruction of drugs is part of the central government’s ‘zero tolerance to drugs’ initiative which aims to destroy 75,000 kg of drugs under the campaign that began on June 1, 2022.

Shah is attending a conference of the five southern states and three Union territories on tackling drug trafficking. The meeting will focus on curbing trafficking through sea routes, coordination between state and central drug enforcement agencies, and strategies for preventing drug abuse, according to the Ministry of Home Affairs.

The Karnataka government has announced its decision to scrap the four per cent quota for minorities and add it to the existing quota of two dominant communities of the state. The 4 per cent reservation given to Muslims under 2B classification of the OBC category will now be divided into two equal parts and added to the existing quota of Vokkaligas and Lingayats for whom two new reservation categories of 2C and 2D were created during the Belagavi Assembly Session last year. The cabinet decided to bring the religious minorities under the EWS category.
