State BJP to set up ‘impact fee’ cells

When state government has failed to get desired results from Gujarat Regularisation of Unauthorised Development Regulation Act 2011 in regularising illegal constructions in the state,the state BJP unit is lending a helping hand to its government to accelerate process of achieving ambitious target of regularising some 15 lakh structures across the state.

Fortnight after reducing impact fee and extending deadline for the third time,the party,which has cells like doctors,lawyers and CA,is now in the process of forming special cells at local body level to assist the building owners during submission of the forms for regularising the illegal constructions.

New cells will have civil engineers,lawyers and architects as members,who will help in technical matters during filling and submitting applications with local body and even provide notary services at free of cost and provide other assistances at nominal rates.

There are some 15 lakh illegal structures in the state. In past one-and-half year,since the Act has come into effect,so far less than 1 lakh structures have been regularised. The party has printed some 20 lakh forms and any owner of commercial or residential property by filling this form can seek help of experts from the BJP.

“These groups will provide help and guidance to applicants,which in turn help in accelerating the process,” said state Urban Development Minister Anandiben Patel.

Rajkot city BJP unit has even opened a help line and offering services at its city office in Karanpara for two hours in the evening.

On February 19,the state government extended deadline further by six months and even reduced the impact fee rates too.

After slashing down fees for the second time in August 2012,so far the number of applications have not touched even 1 lakh. The impact fee was introduced in February 2012 and the state government set the deadline for August 12,2012.

As per the latest rates,now for total built up of 50 square metre ground and above floor fee will be Rs 2,000. The fee for built up between 50 to 100 square metre is Rs 4,000,for built up of 100 to 200 square metre it is Rs 8000 and for 200 to 300 square metre the fee is Rs 12,000. additional Rs 100 per square metre will be charged for built up above 300 square metre. For commercial properties,the rates will be double.

While in last plan,the fee was also calculated on the basis of stamp duty rates,the state government has done away with it in its latest plan.

As per last fee structure announced by the government in August 2012 to regularise a 40-sqm construction is Rs 10,000 instead of earlier Rs 25,000. Similarly,40-100-sqm construction was regularised for Rs 20,000 as against the earlier premium of Rs 75,000.
