Officer who arrested Vanzara,Pandian without post since June

As soon as he joined duty in the first week of June,he applied for Central deputation,clearly showing signs of discomfort in working with the Gujarat Police.

Rajnish Rai,the IPS officer who had arrested police officials D G Vanzara,Rajkumar Pandian and Dinesh M N (Rajasthan cadre) in the Sohrabuddin Sheikh fake encounter case, has been without a posting for three months since he returned from his study leave.

The officer,who contested the downgrading of his annual confidential report before the Central Administrative Tribunal prior to going on leave to do a two-year doctoral research at the Indian Institute of Management,Ahmedabad,has applied for a Central deputation.

Rai reportedly earned the ire of the state government after he arrested Vanzara,Pandian and Dinesh in April 2007,when he took over the probe in the Sohrabuddin encounter case as DIG,CID (Crime). They were not only the first arrests in this case but also the first IPS officers to be arrested in a fake encounter case. Rai was soon replaced by the then IGP,Geetha Johri,who is being accused of allegedly doctoring the CD he had prepared during his investigations.

The state government had downgraded his ACR after which he had moved the CAT in 2010 against the government for allegedly ruining his ACR with negative remarks during the 121 days he was handling the case. He made his two former bosses — O P Mathur,formerly an additional DGP (CID),and P C Pande,a former DGP — and the state government party in his application to the CAT.

After he was shunted out of the CID,he enrolled for LLB course in a college affiliated to the Gujarat University. However,the university declared him failed in all subjects and lodged a copying case against him. Rai moved the Gujarat High Court against the university and got permission to appear for two semester exams in 2009.

The 1992 batch IPS officer was posted in SRP Training College,Junagadh,in 2010. Subsequently,Rai applied for study leave to join the IIM-A.

Rai said,“I sit in the DGP office but have no posting as of now. I had applied for Central deputation,but have no communication on when the request would be accepted.”

ACS (Home) S K Nanda said,“He wants posting in Delhi and has applied for deputation. We are waiting for the orders to come and have not posted him anywhere.”
