Colour coding for Cong workers’ performance

Besides Kerala,Gujarat is the state where it has been taken up on a pilot basis. It would subsequently be introduced in other states as well

Congress vice-president Rahul Gandhi,who had introduced grading or ranking system in the Youth Congress (IYC) and the National Students Union of India (NSUI) based on their performances at the ground level,has now extended it to two state Congress units on an experimental basis.

Besides Kerala,Gujarat is the state where it has been taken up on a pilot basis. It would subsequently be introduced in other states as well. The two states have been chosen because the party units here have the best organisational structure. The Kerala unit is considered to the best model,while Gujarat ranks second best.

The project involves assessment of party office-bearers from the block level to the state level,based on their performance. They will be graded in green,yellow and red.

A party functionary,with good performance,will be given a green code,while an average one will be given a yellow code and poor performers will be awarded a red code as a type of warning for him to improve or quit. State party sources said that the system had been introduced in the state for over six months now.

“The party units from tehsil level to the state level are regularly sending reports of the performance of various office-bearers and these were being evaluated based on the grading system prepared by Rahul Gandhi,” said a senior party leader.

“However,we have not given any grades or ranks based on the colour code so far,” said the leader,adding that Kerala had completed the grading and submitted its report to Rahul Gandhi.

The leader said the grades in colour code would be uploaded on the party’s state unit website that would be accessible to every one.

Requesting anonymity,a senior party office-bearer,who is involved with evaluation system,said that “the grading system would increase accountability,and those with work on the ground would continue in the organisation,while the lazy ones would be eliminated gradually”.

He said that it would ensure the end of psycophancy in the party and provide opportunities to hard working functionaries to move up the organisational ladder,thus strengthening the party.

Asked how the performance will be measured,the office-bearer said it would depend on the number of public meetings held in the area of a particular functionary,demonstrations and programmes on public issues launched to mobilise the people of the area in the party’s favour as also victory or loss in elections from local bodies to assembly and even the parliament level.

Welcoming the grading system,state party spokesperson Manish Doshi said it would remove the deadwoods from the party and give a chance to those with fresh ideas and a will to work for the party at the ground level.
