Thirty years after Rajiv Gandhi’s accord with Sri Lanka, demonstrations of hegemonic power have given way to cooperation rather than coercion. In late May, 30 years ago, the Sri Lankan Navy impeded an Indian flotilla with humanitarian assistance for the beleaguered Tamils.
