Former Army Chief General V K Singh has denied saying that Jammu and Kashmir ministers were paid out of the Armys secret funds to destabilise the state government.

The denial reportedly came in a letter written by Singh in his reply to a breach of privilege notice served on him by J&K Legislative Assembly Speaker Mubarak Gul. The letter,dated November 10,was purportedly dispatched through an ordinary post along with a CD from Singhs Gurgaon residence.

Gul,who received the package Tuesday,said,Let me go through it and only thereafter I can respond.

Sources said Singh,in the letter,denied having said anything about the Army paying cash out of its secret funds to ministers. Sources said he also pointed out that Army was,in fact,spending money on development activities under operation Sadbhavna to promote stability in the state. He also claimed his statement had been taken out of context.

To substantiate his point,he sent a CD containing the full text of the statement.

The statement was issued after the Armys internal inquiry report into the functioning of the controversial Technical Support Division set up by him was leaked. The inquiry report had a mention of a payment of Rs 1.19 crore to a state minister as part of its attempts to destabilise the state government. Following uproar in the House,Gul had issued a notice seeking an explanation from Singh.
