The CM, contesting the February 4 elections from his pocket borough Mandrem, said the minorities have started having a "positive outlook" towards BJP.
The senior Congress leader said AAP has reneged on its promises of providing free electricity, free water, free wi fi and clean governance to people of Delhi.
The CM's comments come in the backdrop of Election Commission confirming yesterday that it had received complaints that BJP was using state government schemes to lure voters.

There is significant increase in the number of contestants compared to 215 of the last assembly elections in 2012.
Women constitute 49.32 per cent of the population in Goa.
The EC had on Saturday censured Kejriwal for his bribe remarks made at a poll rally in Goa and said if he continues to violate the model code of conduct, stern action would be taken.
The 2012 state polls were contested by 202 candidates. There are no straight fights in any of the constituencies.
"The closure of mining activity impacted financial health of all constituencies across the state," Parrikar said.
"When BJP took over the reigns in 2012, state's finances were in doldrums due to scams unleashed by former Congress-led Goa government," Parrikar said.
This is the second time that Kejriwal has been censured for his bribery remarks.
"Everyone has predicted they (AAP) will not win a single seat and hence it is easy for them to keep on making promises," Parrikar said.
Responding to a query, Singh alleged that AAP was BJP's B team in Goa, which usually focuses more on defeating Congress.
The minister is among BJP's star campaigners for Goa Assembly polls scheduled on February 4 and has been touring across North Goa.
BJP which was ruling with 21 legislators on the floor kept aside three sitting MLAs from their list of candidates and instead favoured Congress turncoats.
"BJP has given Goa a stable government."
Manohar Parrikar said BJP's Goa elections manifesto would be unveiled on January 25-26.

There had been rising demands from within the local community for political representation, with a delegation of community leaders meeting the Congress leadership seeking representation for the community.
“The Congress and the BJP both grew on the support of the MGP. What is wrong if I used them to grow my party?” Sudin said.
"This is not an alliance. This is purely a seat-sharing agreement that we are having based on winnability of candidates," All India Congress Committee General Secretary Digvijay Singh told PTI.
Goa Forward had expressed its willingness to have a pre-poll alliance with Congress on four seats.
