— The European Union’s groundbreaking Digital Services Act (DSA) came into effect which constitutes an overhaul of the EU’s social media and e-commerce rules and tightly regulates the way intermediaries, especially large platforms such as Google, Meta, Twitter, and YouTube, moderate user content.

The key features of the Digital Services Act are:

— Social media companies are required to add “new procedures for faster removal” of content deemed illegal or harmful. They must explain to users how their content takedown policy works. Users can challenge takedown decisions, and seek out-of-court settlements. Hence, statement 1 is correct.

— The legislation has junked the one-size-fits-all approach and put a greater burden of accountability on the big tech companies.

— Under the DSA, ‘Very Large Online Platforms’ (VLOPs) and ‘Very Large Online Search Engines’ (VLOSEs), that is, platforms with more than 45 million users in the EU, have more stringent requirements.

— These requirements and their enforcement will be centrally supervised by the European Commission itself, ensuring that companies are not able to sidestep the legislation at the member-state level.

— VLOPs and VLOSEs will face transparency measures and scrutiny of how their algorithms work, and will be required to conduct systemic risk analysis and reduction to drive accountability about the societal impacts of their products.

— VLOPs must allow regulators and researchers to access their data to assess compliance and identify systemic risks of illegal or harmful content.

— Online platforms must ensure that users can easily identify advertisements and understand who presents or pays for the ads. They must not display personalised ads directed toward minors or based on sensitive personal data. Hence, statement 2 is not correct.

FYI:

— A steel girder for an under-construction railway bridge in Mizoram collapsed, killing 23 people working on it, they were at a dizzying height of around 100 metres above ground.

— The bridge — being constructed over an undulating hilly forested terrain and a river — is part of a long-in-the-works project to take railway connectivity to Aizawl, the state capital.

— The orbit of the moon around the earth is not circular; it is elliptical, that is, an elongated or stretched-out circle. It takes the moon 27.3 days to orbit the earth.

— A super moon happens when the moon is passing through or is close to its perigee, and is also a full moon.

— A full moon occurs when the moon is directly opposite the sun (as seen from earth), and therefore, has its entire dayside lit up. The full moon appears as a brilliant circle in the sky that rises around sunset and sets around sunrise. Hence, statement 2 is correct.

— The moon appears ‘full’ not just on Purnima, but also on the night before and after the full moon night.

— The 18th G20 Heads of State and Government Summit will be held on September 9-10, 2023 at the Bharat Mandapam in New Delhi’s Pragati Maidan.

— The Bharat Mandapam is India’s largest conference and exhibition venue. It has the capacity to seat 7,000 people in its multi-purpose and plenary halls combined — larger than the iconic Sydney Opera House which can hold around 5,900 in its various halls.

FYI:

— The Indian Space Research Organisation (ISRO) launched Aditya L-1, its first space-based mission to study the Sun, from the Satish Dhawan Space Centre in Sriharikota at 11:50 am on September 2, 2023. Hence, statement 1 is correct.

— The solar probe was carried into space by the Polar Satellite Launch Vehicle (PSLV) in ‘XL’ configuration. PSLV is one of the most reliable and versatile workhorse rockets of ISRO. Hence, statement 2 is not correct.

— The rocket is most powerful in the ‘XL’ configuration as it is equipped with six extended strap-on boosters — they are larger than the boosters of other configurations and, therefore, can carry heavier payloads.

— The PSLV will initially place the Aditya L-1 in a lower Earth orbit. Subsequently, the spacecraft’s orbit around the Earth will be raised multiple times before it is put on a path to a halo orbit around the L1 Lagrange point.

— The spacecraft will finally be stationed in a halo orbit around the Lagrange point 1 (L1) of the Sun-Earth system (more on this later), which is about 1.5 million km from the Earth. Hence, statement 3 is correct.

— The mission’s main objective is to expand our knowledge of the Sun, and how its radiation, heat, flow of particles, and magnetic fields affect us. The other objectives that the mission will embark upon:

— To study the upper atmospheric layers of the Sun called chromosphere and corona. While the corona is the outermost layer, the chromosphere is just below it. Hence, statement 4 is not correct.

— To examine coronal mass ejections (CMEs), which are large expulsions of plasma and magnetic fields from the Sun’s corona.

— To analyse the corona’s magnetic field and the driver of the space weather.

— To understand why the Sun’s not-so-bright corona is a million degree Celsius hot when the temperature on the surface of the Sun is just about 5,500 degree Celsius.

— To help scientists know the reasons behind the acceleration of particles on the Sun, which leads to the solar wind — the constant flow of particles from the Sun.

Therefore, option (b) is the correct answer.

6. (a)

FYI:

— Pralhad Joshi, the Union Minister for Parliamentary Affairs, announced that a “special session” of Parliament would be held from September 18 to 22.

— India’s Parliament has no fixed calendar of sittings. In 1955, a Lok Sabha committee had proposed a timetable for parliamentary sessions. It recommended that the Budget session of Parliament begin on February 1 and go on till May 7, and the Monsoon session start on July 15 and end on September 15.

— The committee suggested that the Winter session, the last session of the year, commence on November 5 (or the fourth day after Diwali, whichever is later) and finish on December 22.

— The government determines the date and duration of parliamentary sessions. The Cabinet Committee on Parliamentary Affairs takes this decision. It currently has ten Ministers, including those for Defence, Home, Finance, Agriculture, Tribal Affairs, Parliamentary Affairs, and Information and Broadcasting.

— The Constitution specifies that six months should not elapse between two parliamentary sessions. This provision is a colonial legacy. The framers of the Constitution borrowed it from the Government of India Act of 1935. Hence, statement 1 is correct.

— The Constitution does not use the term “special session”. The term sometimes refers to sessions the government has convened for specific occasions, like commemorating parliamentary or national milestones. Hence, statement 2 is not correct.
