— The border dispute between Maharashtra and Karnataka is intensifying, with both states hardening their stances. The Maharashtra Assembly passed a unanimous resolution to support a legal battle to resolve the dispute.

— The border dispute over Belagavi, Karwar and Nipani in North Karnataka is long-standing.

— When state boundaries were redrawn on linguistic lines as per the States Reorganisation Act of 1956, Belagavi became part of the erstwhile Mysore state. Maharashtra claims that parts of Belagavi, where Marathi is the dominant language, should remain in Maharashtra. Hence, statement 1 is correct.

— In October 1966, the Centre set up the Mahajan Commission, led by former Chief Justice of India Mehr Chand Mahajan, to resolve the border dispute in Maharashtra, Karnataka and Kerala. Hence, statement 2 is correct.

— The Commission recommended that Belgaum and 247 villages remain with Karnataka. Maharashtra rejected the report and in 2004, moved to the Supreme Court.

— Attempts are often made to resolve inter-state disputes with the cooperation of both sides, with the Centre working as a facilitator or a neutral mediator.

— Article 40 of the Constitution of India provides for the organisation of village panchayats

— It says “The State shall take steps to organise village panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of self-government”.

— In a majority of 4-1, the Supreme Court ruled that fundamental rights under Article 19/21 can be enforced even against persons other than the State or its instrumentalities.

— Fundamental Rights are enforceable in the Courts.

— The provisions contained in DPSPs are not enforceable by any court, but the principles therein laid down are nevertheless fundamental in the governance of the country and it shall be the duty of the State to apply these principles in making laws. 

— The fundamental duties were incorporated in Part IV-A of the Constitution by the Constitution (42nd Amendment) Act, 1976, during a national emergency.
