Indo-US Ties
A study submitted to the US Senate sub-committee on refugees expressed a guardedly optimistic view about the future of India-US relations. The study team visited India early 1975 but updated their report after the imposition of the Emergency. The report said, among other things: The current “correct” attitude between India and the US may be a good base for a sound relationship notwithstanding the caution and reserve with which both sides were approaching the building of closer ties and notwithstanding the reserve with which the US views the accretion of power under the prime minister since 1975. Leaders of the government seemed to have a refreshing sense of reality about the problems they face and considerable competence and energy to attempt to meet those problems, the report said.
US Mobile Bases
An expert study prepared for the Pentagon’s consideration recommended the construction of mobile bases to assert American naval supremacy in the Pacific and Indian Oceans. The study notes that without land-based facilities in the Subic Bay and refuelling arrangements at Singapore, American naval and other forces would be handicapped during an emergency. The report suggested the construction of a large, stable, semi-submersible floating concrete platform that could be towed to any conflict area in the region.
