Secrecy in the Home Ministry is a matter of habit,not an exception made after assessment. Nothing illustrates this better than the fact that copies of the Gita too were marked Secret by officials. Recently,a few pocket-size thin booklets of Gita were seen in the ministry,with the word Secret printed on the top. It was not clear whether the booklets had been printed by the Home Ministry but irrespective of where they had come from,they surely had reached the right place.
