In the backdrop of the divisive statehood issue,the Centre today cleared the decks for a move that would enable residents of Telangana region to get preference in employment in police in Hyderabad.
A meeting of the Cabinet Committee on Political Affairs chaired by Prime Minister Manmohan Singh gave its approval to a proposal to recommend to President Pratibha Patil repeal of a clause in a 1975 Presidential Order,sources said.
The clause (f) of Para 14 of the Presidential Order makes Hyderabad a free zone for employment in police and its repeal will ensure that residents of Telangana get preference in employment there.
While a meeting of the CCPA was held on the issue on July 4,certain loose ends needed to be tied up.
The Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order,1975,divided the state into six zones for employment,and quota was applicable in these regions.
Clause (f) relates to Hyderabad. Since Hyderabad was treated as a ‘free zone’,people from across Andhra Pradesh had equal rights in government jobs,postings and promotions,especially in police and the state Home department. The quota system was not applicable there.
When the state government sought to apply quota system for locals,the Supreme Court struck down that order citing clause (f).
Following the developments,the state legislative assembly passed a resolution in March 2010 requesting the home ministry to seek President’s approval for deleting the clause.
