The Centre and the J&K government were asked by the SC Thursday to reply within two weeks to a PIL demanding a high-level judicial inquiry into the killing of four people allegedly in BSF firing in Ramban district.
The PIL has been filed by Sudesh Dogra,Secretary of Jammu and Kashmir National Panthers Party. It contends that the killing of the four on July 18 and injuries to others left hundreds of pilgrims going to the Vaishno Devi temple and on Amarnath Yatra stranded on the 203-km national highway from Jammu for days.
The petition seeking Rs 50-lakh compensation to those killed and Rs 10 lakh to those injured accuses CM Omar Obdullah of making hate speeches against security forces. It seeks a direction to the Governor to invoke Article 53 of the state Constitution to dissolve the legislative Assembly without the opinion of the Centre because of alleged failures of the establishment to maintain law and order.
