Bihar Chief Minister Nitish Kumar is known for his distinctive style of political diplomacy. Just after the UPA government took charge for the second term,he ordered his officers in New Delhi to dispatch a bouquet to each of the ministers in the Union Council. People close to Kumar interpreted this as his Gandhigiri,a reminder that the JDU has 20 MPs and so Bihar should not be ignored.
