Giving concrete shape to the Public Services Guarantee Act,Madhya Pradesh on Tuesday promised to provide the income and domicile certificates on the same day if the application is in prescribed format and accompanied by an affidavit.
The path-breaking legislation passed by the Assembly on July 30 seeks to punish government officials for failure or delay in providing services like tap water connection or caste certificate.
Officers designated under the legislation will have to pay Rs 250 for every days delay in provision of service. The maximum fine has been capped at Rs 5,000. In case of failure to provide a service,the minimum fine is Rs 500 and the maximum Rs 5,000.
The amount recovered from the designated officers pocket will be paid to the complainant. There is a provision for the first and second appeal.
Parliamentary Affairs Minister Narottam Mishra said the maximum limit for providing the income and domicile certificates would be three days. Presently,theres no limit and the applicants have to suffer despite submitting several documents in support.
The income certificate will be valid for three years and it will benefit students seeking scholarships,who have to submit it every year.
Taking the idea of transparency a notch further,the government also announced that the application for income certificate and the accompanying affidavit would be made public by displaying them on the notice board. This would enable the government to cancel the certificate and act against those providing false information.
As many as 25 services offered by Energy,Labour,Public Health Engineering,Revenue,Urban Administration,General Administration,Social Justice,SC and ST Welfare,and Food and Civil Supplies departments were brought under the legislations purview.
The Food and Civil Supplies department will have to provide new BPL and APL cards within a prescribed limit while the Urban Administration department will have to provide new tap connections.
The Social Justice department will have to sanction and provide social security pension,old age pension and family pension within the fixed limit.
