Seeking to bring around Bangladesh to support the construction of two dams in Meghalaya,India is considering offering a stake in the two projects. India has planned construction of Mawphu Dam over Umiew river and another dam across Myntdu river in Meghalaya for power projects. The 85 MW Mawphu project would be built by North Eastern Electric Power Corp Limited (Neepco) on the Umiew River in East Khasi Hills District at an estimated cost of RS 453.81 crore. Similarly,the government has planned another hydel power project over Myntdu river. Myntdu river enters Bangladesh as Shari river and Umiew flows into Bangladesh as Umiyam river. But Bangladesh has strongly opposed construction of dams. The countrys foreign minister Dipu Moni has made her countrys views clear on the matter. While Moni has asked New Delhi not to unilaterally proceed on building these dams,Dhaka also wants them to be sorted out in the Joint River Commission that includes officials from both countries. In her letter Moni has said until a comprehensive environment impact assessment on Bangladesh has been jointly conducted and if such a study is found to be beneficial,then Dhaka would be willing to participate in these projects. The external affairs ministry is now asking the power ministry to advice quickly the quantum of stake New Delhi can offer Bangladesh.. Bangladesh has been pressing us for a response,which our High Commissioner has advised us to do quickly before the matter assumes political overtones in the neighbouring nation, the ministry has pointed out in a note sent to power ministry. The matter is,whether Indian can offer Bangladesh a stake in these projects. India is also awaiting Bangladeshs decision on waiving dividend tax for a 1320 MW coal-based power plant at Khulna to be jointly built by NTPC and Bangladesh Power Development Corp at a cost of over Rs 4000 crore. A company called Bangladesh India Friendship Power Company has been incorporated in October last year. With no response forthcoming,power secretary P Uma Shankar wrote to his Bangladesh in December last year in which he said the country is seeking a 15 year tax waiver for the project. According to MEA,the Bangladesh finance ministry is likely to decide soon on the issue. Dhaka is also objecting to another project the Tipaimukh dam in Manipur. Bangladesh has commenced a joint study of the project to assess its impact,while asking New Delhi to furnish more details on it. The project would be executed by National Hydel Power Corporation with Satluj Jal Vidyut Nigam and the Manipur government. India has agreed to facilitate Bangladesh deploy a consultant to conduct cross section and bathymetric survey in its territory following the latters request to this effect on January 6. Now,New Delhi intends to seek a detailed work plan from Dhaka for all concerned surveys and a time frame for their completion.
