Concerned over lack of proper accommodation facilities for Haj piligrims from India,the Supreme Court has asked the Ministry of External Affairs if it can hire some properties on lease in Saudi Arabia for providing better residential facilities from the next year.
A Bench led by Justice Aftab Alam recently sought an affidavit from the ministry after amicus curiae in the case,advocate Huzefa Ahmadi,pointed out the problems being faced by pilgrims in Mecca and Medina. He submitted that there were no permanent residential facilities available there. When a batch of pilgrims has to wait for their turn to perform the pilgrimage they face many difficulties for want of proper accommodation,said Ahmadi.
At this,Justice Alam observed that some media reports had said the MEA was planning to improve such facilities in Saudi Arabia and asked Ahmadi if he had knowledge of any progress in this regard. Ahmadi,however,replied in the negative,prompting the Bench to state that it will incorporate this concern in its order.
The order passed subsequently read: It is submitted by the amicus that in so far as accommodation is concerned,the feasibility of renting accommodation on a long-term basis,at least for a period of ten years and above,be examined so that better accommodation can be provided to the pilgrims at a reasonable cost. Accordingly,it is directed that the Ministry of External Affairs shall file an affidavit with regard to the aforementioned aspect so that such provision can be made for the next year.
Another aspect highlighted by the amicus pertained to the escalating cost of Haj travel because of hefty air travel bills. Ahmadi said air travel bills have shot up and hence,the Centre should find a more economic choice of travel.
The Bench concurred with the suggestion and remarked that with more than one lakh pilgrims visiting Saudi Arabia,any airliner would be willing to offer travel at a subsidised rate. Accepting Ahmadis views,the court then asked the Ministry of Civil Aviation to apprise them about the steps they could take to reduce this cost.
In so far as the aspect of air travel is concerned,the Ministry of Civil Aviation may file an affidavit,which would indicate measures that would be taken to provide cheaper air travel,either through the national carrier or private airlines to reduce the cost of air travel of Haj pilgrims, said the Bench.
The apex court is currently hearing a batch of petitions from across the country,including those moved by tour operators,pilgrims and state Haj Committees.
