Cop moves rights panel after SSP report calls him ‘unstable’

An inquiry report by Bhagalpur senior superintendent of police (SSP) into a complaint of medical negligence by a constable has termed the latter “deranged”. The constable last week moved the State Human Rights Commission and also complained to the Chief Minister,the Governor and the DGP demanding action against the SSP for “damaging his reputation and causing mental agony”.

Constable Ramdev Singh’s daughter (now 10 years of age) was born with fingers of hands and legs attached. She was operated by a private doctor at Patna in 2004. The doctor,however,allegedly removed two fingers — next to the thumb — of the right leg. Singh’s efforts to get medical compensation have been in vain.

Singh,presently posted at the Patna Police Line,had approached Chief Minister Nitish Kumar in November 2011. He had said he would “turn into a Naxal if he is denied justice”. The CM had ordered an inquiry by IG (Headquarters),who had later sought report on the constable from senior superintendents of police of Patna and Bhagalpur. K S Anupam,the Bhagalpur SSP,in her report addressed to the office of IG (Headquarters) said the matter (concerning constable Singh) was investigated by DSP,law and order,and a report was submitted to her office. The SSP report said Sajaur police interacted with fellow villagers of Singh and also Daspur village panchayat mukhiya Juli Devi.

“It was found that Ramdev Singh has lost his mental balance. Villagers have also confirmed it. Since the applicant’s daughter has become handicapped,he has turned into a deranged person and has been doing unwarranted correspondence with senior officials,” said the report,which was also marked to the DIG,human rights,and the CM office.

Singh’s family,who received a copy of the SSP report,expressed shock. The constable said: “Calling me mentally unstable without getting me medically examined is not only highly irresponsible but also damages my reputation,causing great mental agony.” He said the local police “prepared the report about me without meeting villagers and the mukhiya”.

Ashok Singh,fellow villager of Ramdev Singh and Daspur mukhiya Juli Devi,referred in the SSP’s report,told The Indian Express they never spoke to any police officer about the constable,let alone calling him “insane”.

Juli Devi said: “I am shocked to learn the comments on Ramdev Singh attributed to me. I have,in fact,issued a denial with my stamp.” Ashok Singh also denied having spoken to any policeman about the constable and added that Ramdev Singh was in perfect health and had been disposing his duty.

Anupam said: “In the first place,it is my DSP’s report. All correspondence is routed through my office. If the inquiry officer has used any offensive words and given a wrong report,he will face the music.”
