Former PM V.P. Singh has called for a national consensus on the guidelines for government formation, in the light of the raging controversy over the governor’s role in Jharkhand, Goa and Bihar.
‘‘The time has come for all political parties to sit down, debate and discuss the guidelines on who and how a party should be invited,’’ he told The Indian Express.
‘‘Whether it should be the single largest party, or single largest pre-poll or post-poll group; the stipulated time required to prove its majority and all related issues. Perhaps the guidelines can be written too.’’
On Razi’s inviting Soren, he said: ‘‘Razi should have adopted the same procedure for both UPA and NDA. If Razi had made a head count for the NDA alliance, he should have asked Shibu Soren to parade his MLAs too. The confusion of the overlapping MLAs would have been resolved.’’
Singh said Razi also gave an inordinately long time to the Soren government to prove its majority.
On the Goa imbroglio, Singh said, ‘‘The previous Speaker and Governor were made for each other. First, the Speaker disqualifies an MLA while voting was on, now the Governor disqualifies the MLA during voting too. This was unheard of before. In UP, the previous Speaker refuses to hear the petition of the BSP when its MLAs cross over to the rival side.’’
Singh said instead of getting into the blame game, it was imperative a consensus was reached at the earliest.
