The UN General Assembly held an emergency session on West Asia today after the US vetoed a Security Council resolution calling on Israel not to expel Yasser Arafat. The Assembly was expected to pass a resolution condemning Israel’s threat against Arafat, almost identical to the measure vetoed by Washington. ‘‘This use of veto was frustrating,’’ said Elfatih Mohamed Ahmed Erwa, UN ambassador from Sudan. He said the US ‘‘could have sent a positive signal’’ by not vetoing the resolution. Both the Palestinian and Israeli envoys took to the floor to trade barbs today, in a bitter exchange that echoed the discussion ahead of this week’s vote. Meanwhile, in its continued raids for militants in Jenin, Israeli troops blew up two houses. A 12-year-old boy was seriously hurt by Israeli fire in his abdomen and a 38-year-old bystander was moderately injured on his house front porch, Palestinian medics said.
