Vishwa Hindu Parishad (VHP) international general secretary Pravin Togadia is only the second person in Gujarat, after Chief Minister Narendra Modi, to get ‘‘Z-plus security.’’This decision was taken yesterday by a high-level state committee on security meeting convened by Additional Chief Secretary (Home) Ashok Narayan, Minister of State for Home Gordhan Zadaphia said.The official reason: the threat perception to the leader after the Delhi police last week unearthed an alleged terrorist plot to kill Modi and Togadia.Zadaphia said that the VHP leader will be provided with a bullet-proof car, armed commandos as escorts and pilots. Armed securitymen will also be stationed at his residence.‘‘This is an administrative decision and not a political one,’’ the Minister said.
