The international campaign against terrorism is incomplete unless it is addressed in Jammu and Kashmir, US Ambassador to India, Robert Blackwill, said today.Blackwill, who is on a two-day visit to J-K, not only ignored the separatist Hurriyat leaders but also hinted at US help to the newly-elected state government in ending terrorism.‘‘We will discuss with Chief Minister Mufti Mohammad Sayeed how the US can be helpful in ending terrorism,’’ Blackwill told reporters after meeting the CM at his official residence here this evening. ‘‘The US and United Nations have waged a war against terrorism and we cannot win until it exists against innocent people in the Valley. The terrorism in the state has to be ended completely,’’ he added.Blackwill also hinted at US help in the state’s developmental programmes and in rebuilding infrastructure damaged due to insurgency. ‘‘We will also discuss how the US can assist Jammu and Kashmir in its economic and human development,’’ he said.Blackwill, who is the first foreign diplomat to fly over the Line of Control ever since the outbreak of militancy in the Valley in 1989, said he noticed two things during his visit to the state. First, the challenges faced by security forces in tackling cross-border terrorism and second, the state’s scenic beauty.Expressing satisfaction over the conduct of the recently-held Assembly polls, he said: ‘‘We salute them (the people of J-K) for showing the courage to participate in elections despite threat by terrorists’’.Blackwill said that he along with another senior US official in Delhi will concentrate on development of education, energy and environment in the state. ‘‘If terrorism ends in the Valley, the state will have no difficulty in attracting private US investors in view of its vast potential, he added.The US envoy later visited the Ragunath temple where 12 people were killed in a terrorist attack recently. Such attacks on places of worship should be condemned by all, he said.Earlier, Blackwill met Governor G.C. Saxena and discussed the post-poll situation in the state. He also met former chief minister Farooq Abdullah.
